Depends on the situations, in some party seating arrangement, it's to arrange people to seat in the specific chair appointed to them, avoiding enemies to sit together in one place. In some meetings, it's to tell the names of all participants just in case they're not so familiar to each other.

When planning a party, some people prefer to decide how their guests should be seated. The hostess may want friends to sit together, or she may want people with similar interests to sit together. If you are at a function that has name cards on the table, it is not acceptable to sit any where but at your assigned seat.
