It's very sterotypical to assme that low- income apartments are the breeding grounds for crime. There are people who can't afford typical rent prices due to circumstances that are beyond their control and just need a temporary solution.

No, the purpose of them is to offer living to those who cannot afford to live in high class areas and those who earn low wages. It's shelter.
