Bleeding heart is often used as a somewhat derogatory term for individuals who are concerned about the social welfare of others and are willing to expend government funds to alleviate the suffering of these individuals.

A bleeding heart's someone who is excessively sympathetic, ie, their heart is bleeding for the victim. I can't find precise etymological background, but the term has been in use constantly.
