Cut the chicken livers into small cube size pieces. Freeze the chicken livers until they are solid all the way through. To keep the chicken livers cubes frozen, keep them in a cooler filled with ice. Place the frozen chicken liver on a bait hook and place in the water. Move the baited liver in an up and down motion.
