Use anything light, even white. In addition try adding a bunch of mirrors to lighten the room even more. A basement without or with few windows needs as much help as possible to be bright. Use a lot of compact fluorescent bulbs too, to make it light.

I think salmon pink is kind nice, and giving warmth in a room. But green is good and bright too. How about clean lime green and saturated yellow? It can be used as stripes.

For a dark basement white colour is the best.Colours like light pink,light blue,light green etc are also good. Light colour as well as white gives more light and it gives a large appearence.

I think it is the white color.It is clean and may make the basement look lighter.People will not be very scared in it.
