I'd suggest you look into Easy Flowchart Software it seems to be one of the best free and simple programs out there for the development of flowcharts. If you really wanted to be cheap you could use Excel but it would take longer then using Easy Flow.

A program called RAPTOR is very good for making algorithm flowcharts. It allows users without advanced knowledge of computer usage or algorithm flowchart making skills to easily make a flowchart. Their user interface is also good.

C is the best computer program to create algorithm where easily you can made flowchart and algorithm C++ also just like C version so if you select C language better.

I think the most flexible software to make algorithm flowcharts is scilab. Its for free and very similar to mathlab.
