The best brow tint method is to apply a very thin and wet or oily layer to the brow, then to apply the tint material in question. The tint material should be of a fine powder that will not glob or accumulate into tiny hills on the forehead, or brow.

I would not use hair color on eyebrows. It could seriously damage your eyes if it drips in your eye. Use a product specifically made for eyebrows.
