This refers to the five official rules issued by the Cathlolic Church to its members. They are binding from the age of reason onwards. The first precept is "To hear Mass on all Sundays and on Holydays of obligation".

That is a decision made by all of the different churches out there. My opinion is that it should be to spread and proclaim the gospel of Jesus Christ.
