Sorry, I don't mean to be a jerk, but the legal advice is: DON'T! The very minimal laws if you steal something will mark your record for life. Even if it is misdemeanor, you will have a very hard time getting a job- no one will trust you.

The best legal advice regarding stealing is: don't do it. Taking that which does not rightfully belong to you is against the law, whether it involved merchandise, money, services, etc.

The best legal advice regarding theft of any sort is very simple: Don't Do It. If you persist in doing it anyway, don't get caught. Stealing from a person is less risky, but the punishment is stiffer, compared to shoplifting. The more expensive the item you steal is, the harsher the punishment. But really, don't steal things.

You need proof that a person is stealing from you. You will need to talk to lawyer to get further information on it. But I think you need proof that someone has been stealing, like video of it so you can proof it. But your best bet it to talk to a lawyer about it.
