What is causing my dog's tail to be swollen?

There are so many reasons, I couldn't begin to guess. Swelling is a sign of infection and injury. You need to evaluate what is causing it to happen, a bite, insects, a wound? You need to consult your vet- swelling that persists needs treatment and antibiotics. Leaving an injured animal untreated by a vet is a misdemeanor cruelty offense.

Sometime it is because of irritations the dog has after dragging itself all over the floor. You should find a suitable soothing cream to treat the swollen tail.

Your dog's tail is swollen by some other animals may bite it or it may have to keep its tail in a door or something. only the dog had swollen is not a problem to it but with bleeding is an afraidable. You may have to consult a best doctor for its safe.
