A miter cut can be any cut that is on an angle. A good example of a commonly used miter cut would be the 45.That particular cut is used in almost all situations where something has been frames since 2 45's make a 90. As a beginner almost all cuts are straight forward that do not include a bevel.

Well it depends on how much use it is going to get and what you are looking for. You can get a plastic guide box and saw for pretty cheap. If its going to be used a lot then splurge and get a skil or dewalt

A beginner may find it easy to make a simple 45 degree angled cut as opposed to a compound cut which aims to match up with another angle. Using a mitre box would help to ensure accuracy since the various angles are labled. The mitre box will also increase safety when making this sort of cut.
