A ticker tape parade is a celebration that takes place in a downtown setting. Originally, shreds of paper from 'ticker tape' machines were thrown out of office buildings onto the parade route. The first such parade was held in New York in 1886 to celebrate the dedication of the Statue of Liberty.

It's any type of parade where confetti-like paper is raining down from the sky. If you watch old footage of soldiers returning home from World War II, you'll see shredded paper raining down from the skyscrapers. Back then, the paper was mainly "ticker-tape" from the ticker-tape machines they used to keep track of stocks on.
