Is it within the rules to use electric tape while playing wiffle ball?

No such rules are implemented in wiffle ball because it wasn't invented that way , wiffle ball is a game like baseball and can be enjoyed at picnics and family meetings etc and the rules can be made between two teams you must check with your opponent team to compromise.

Within what rules? The best part of wiffle ball is that there are NO rules! Have fun, I'm with your brother.
