You can use a double-faced tape. Stick the tape to the picture then sprinkle the glitter. After that, you can easily slide the extra glitter into another paper and then maybe reuse that! Hope that helps..
There is glitter glue and also glue that dries clear or spray glue. Put the glue on the picture and add glitter and shake off. Be very careful its permanent.
