Throughout the UK, municipalities are broken up in to "councils." A council has subsidized housing that is offered to seniors, single mothers, the disabled, etc. The council maintains the property. A flat is a one-level unit, like an apartment.

A council flat is public houseing made available to people without the income to rent or own something privately. It's like subsadised housing from the government directed to help low income people.
