On a Windows operating system, this closes the current application. It is equivalent to pressing the X button. If no window are selected, ie. if you are on the desktop, a prompt will appear asking if you want to shut down Windows. This is not universal : some applications and operating systems use a different combination.

Alt+F4 is a shortcut to close the current program or window. So if you are running windows, Alt+F4 will close the program that is active on your screen. Specifically, if you have all the programs minimized and press Alt+F4 while viewing the desktop, this would be equivalent to initiating a shutdown sequence.
