Most police agencies use frequency 9 on a CB radio, it's often reserved for official use only. Also many chat rooms share info.

Police uses different systems from vfh or 150 to 800 mhz.The hand held radio are just 5 watt versions from that in the car which they use. They all use only licensed frequencies that they can only talk according to law enforcement.
