The term has come to mean any remnant-- including all kinds of humanitarian need: post-traumatic stress, economic distress, children of rape or prostitution, disease, etc. Leftover bombs are now referred to as "explosive remnants of war." I believe that it is the psychological problems that happens to our troops when they come home such as post traumatic stress disorder and not bombs.
