A football offical requires a whistle, and the proper uniform (which you can generally buy in sporting good stores). Proper football (with spikes or cletes) shoes and I would highly recommend a jock just in case! Also wise to have a proper jacket in case of bad weather (along with gloves, hat, etc. )

Referee's can expect to need a full uniform, whistle, flag, beanbag, and something on the hand to keep track of the down. Unless you live in a sunny state I would also recommend a referee jacket for foul weather.

If you're talking soccer-football you need flags for side-officials and for corners, penalty cards and books, the rules, and it's a good idea to have some first aid.
