It might mean that it would be better to get to know the person a little before you start kissing. If you've never met the person before, whether you kiss the person or not, it probably doesn't mean a lot. You'll have to spend more time with the person before you can expect romance to bloom.

I would not necessarily mean any one thing! Maybe it means you felt an immediate attraction to someone, maybe you were lonely and felt the desire to have intimate contact with someone, or maybe you just felt like kissing!
