A "hot wire" is a live or powered wire, so if you are working with a high-voltage system, you have to be very careful not to touch it. An "open wire", is a wire that is not part of a circuit - it is just dangling there.
An open hot wire is a black wire that is not making contact with an outlet. This prevents the proper closing of your circuit. It will usually prevent your outlet from working properly. Open hot wires can be caused by improper wiring installation, or they may simply become loose over time or from changing light fixtures.
