It means you shouldn't risk shooting yourself in the head, even though the odds of getting killed aren't that great.

Essentially it means that you shouldn't keep committing crimes and messing with the law because sooner or later you will get caught. You can do a crime and maybe not get caught for it now but sooner or later someone is going to find out what you did and you could still get arrested.
