What does it mean if your gums are red (inflamed)?

A small area of my bottom gums is red and bleeds when I brush and floss. It's also very tender.

Generally it means that you have gingivitis. Gingivitis is loosaly defined as inflamationof the gums and is caused by plaque irritating the gums. You may need to brush more regularly or be more meticulous with your cleaning. Good news - a few days of gentle thorough cleaning will resolve gingivitis.

You appear to have infected gum tissue, or gingivitis, also known as periodontal disease. This is often caused by poor dental hygiene. If you are overdue for a dental cleaning and examination, this is the time to go, and without delay. Infected gums can lead to loss of bone in the jaw, loose teeth, and tooth loss.

If your gums are red and they bleed it could be a sign of gum disease. You should get checked by your dentist.

Although gingivitis is a concern, you most likely had a particle of food caught under the gum at some point. This will have caused the redness, bleeding, and sensitivity. Make certain that there is nothing currently trapped there, and if it doesn't improve in a few days, call your dentist.
