It could be several things, but it is most likely that you are trying to use it in a locked cell phone. You can only use a SIM card in a phone locked to your carrier or an unlocked phone. The other possibility is that the account linked to the card is suspended or canceled.

It might be that your sim card is damaged, and your phone cannot read it, or your phone is damaged. Try using other sim card in the phone, or use the sim card in other phone, and you will determine where the fault lies. Or it might be blocked due to wrong pin number inserted too many times.

If your sim card is rejected, that means it does not belong to the carrier you are using and your cellphone is locked. For instance you can not use a T-Mobile sim card on an AT&T phone unless it is unlocked.
