The cost to build an oil refinery is likely in the hundreds of millions, which is why there are owned by the some of the richest corporations in America. If you are in a position to make a deal, you will be much needed. In recent years, the largest oil companies have closed facilities to increase demand and decrease supply.

It cost about $4 billion to $6 billion to build a very large oil refinery. It would take about two to three years to finally have the first drop to come out of it.
