What does "dancing" around each other mean?

People "dance" around each other because they don't know how the other person feels and they don't want to commit to something without knowing. Their communication is unclear.

This question is rather ambiguous. "Dancing around each other" could mean that people are dancing near to one another. Dancing around a subject means that you keep almost mentioning it but you never bring up the issue directly.
