If your cat is not evacuating at all you may have a serious and deadly kidney problem. If not just going in that box, it's finicky, buy a clean box.

Cats that are urinating in other areas besides their litter boxes may have a urinary tract infection. Check with a vet to rule this out. If they do not have the UTI, then it is a behavior problem. They may be stressed or angry with you. Try locking them in a room to retrain them to the litter box.

If the cat is a kitten, it just needs to be trained. If that cat is older, there is a good chance it is actually sick. You may want to take your cat to the vet. The reason for your cats behavior might not be a sickness, but could be psychological, as well. Sometimes cats have emotional problems like people!

Cats are finicky, so urination or defecation outside the box may mean that you are not cleaning it properly. If no excretion occurs, it could be a sign of dehydration.
