Because they can still smell the urine and want to re-mark it. You need to use a cleaner with enzymes that completely removes the scent of the urine, otherwise the cats will keep on peeing over it.

Cats who tend to urinate somewhere in the house and still use a litterbox are trying to express themselves to you in some way. If they do it continuously in a specific spot, the cat may be trying to express dominance, perhaps over another cat in the house or even its owner.
