The cause of droopy skin on the back legs of your cat could just be fat. It could also be that the cat has lost a lot of weight and has some loose skin left and it can not loose it. You may just want to take your cat to the vet for a check up.

Droopy skin has very few causes, one is age. Should your cat be older, changes in muscle mass will alter how the skin hangs. The mixing of breeds is another cause, some breeds natural have droopy skin. If your kitty is mixed with certain breeds the end result is a sagging of flesh.

Cats can often develop droopy skin after being spayed or neutered. Because they are not out looking for a mate in the wild they are lax, laid back and therefore do not get a significant amount of exercise. It is nothing to worry about, cats just aren't active enough sometimes.
