There are many reasons including kidney failure, skin infection, over washing the cat, use of flea sprays that the cat has a reaction to.

Chances are it's extremely dry in your area right now. Your cat is only reacting to the weather/allergies in the same way you would.

Consult with your vet. Many things can cause scaly, flaky skin on felines, including diet, allergies, stress, and other environmental aspects. Most causes are easily dealt with.

One reason for dry scaly skin could be poor nutrition. Make sure the cat is on a meat based diet. Another reason would be a thyroid problem.
