It could be due to an eczematous skin lesion but pruritis in that area may also be due some fungal infection.

You could just have dry skin and need to lotion down. Itchiness could be from something you have eaten, or got in contact with that your body don't agree with.

It could be a number of things. I would start by trying to decide if it is a skin condition. Apply some anti-itch cream to it twice a day and see if that helps. You can buy the cream at any drugstore. You can also try calamine lotion. Either one should help.

The simplest causes could be an insect bite or a rash caused by an allergic reaction. If it continues or worsens see a doctor just to be safe.

Is there a rash? It could be allergic dermatitis or it could be shingles. Or it could be as simple as dry skin. Consult your physician.

If it's consistently in one spot the first things to rule out are some sort of contact allergy with something on your clothes or something that rubs that area often.

Many problems can cause itchiness. Some skin conditions such as eczema and psoriasis can cause itchiness, as can fungal infections. Alternatively, if you are experiencing other health problems, you should consult your doctor. Itchiness in some cases may be a sign of liver or kidney disease.

It is a condition called notalgia paresthetica which is chronic back itching below the shoulder blade. It is the result of impongement of nerve roots that emerge from vertebrae and it may indicate degenerative changes in the spine. Try over the counter capsaicin cream and see your doctor.
