Breed, allergies, pests; many things. Definitely make sure that you're using flea medication, but allergies may be a cause too. Human allergy medications work on dogs, so try one.

There are lots of possibilities, although fleas are the most likely culprit. Other possibilities include allergies, a skin infection, or poison ivy.

If he doesn't have fleas, its probably a food allergy. Switch to a dog food that's labeled as Natural.

Hot spots. If your dog is scratching and itching so much it turns pink and looses hair in a spot is is a hot spot. Very itchy for dogs.
