Red, raised bumps with no itching, especially on upper arms or thighs, can be caused by a person's skin producing too much keratin, a protein that naturally gives your skin structure. Lotion, exfoliation, skin products containing sulfur and creams containing the acid form of vitamin A are common treatments. Sunlight also helps.

If no rash, pain, fever or redness than probably not an infection. Possibly a food allergy or allergy to soap or laundry detergent. Try OTC cortisone cream or oatmeal bath.

Sometimes just a natural reaction to something. Sometimes people have hives or blemishes like ingrown zits that cause bumps on the skin or even just simple skin irritation can cause that.

Bumpy skin, may be Keratosis pilaris, which is a common, harmless skin condition caused by excess protein becoming trapped in a pore. There is no cure but there are treatments.
