If you have soapy bubbles at the top of the pool's water line, I would first guess that an algaecide is to blame. Inexpensive and generic algaecides can often cause the bubbly film to occur. However, an overdosage of even the most expensive algaecide can cause this. If that's not it, check the chemical balance of the pool.

Bubbles can only generate from air,it could be coming from the filter or holes in the liner. If its foamy types of bubbles it could be from some kind of soap.

You may have an air leak in the pump seals or possibly the valve handling is loose. You should try tightening the valve to see if this helps. Look for the souce of the bubbles to see if the seals have an air leak.

This is caused by the pool's filtration system and by the natural enyzmatic action of the chlorine resistant bacteria in the pool.

If you wash your pool filter with a spray and you don't get it all off that can cause your pool to start to make bubbles. Another cause for bubbles is a serious one. That means that you have a leak somewhere in the pipes. I recommend using dye to follow the leak so you can patch it.
