It is usually inside a pipe fitting to ensure maximum protection from corrosion. It is also easy to add more or change the wire used in a case where replacement is needed. It is dangerous to have wiring done without these conduits since electric current can leak and cause harm especially when the concrete is wet.

This can be done safely only if the wiring is in a solid conduit. But be aware that this will make the concrete weak. It's always a good idea to lay a vapor barrier as well although this might make the concrete thicker/higher than at other places.
