First check that all moving parts are clean of any debris, hair, fur, or lint. If they are not, clean them out and re-oil them. If that does not solve your problem, contact the manufacturer.
Depending if it's still under warranty, you can call them, and they should take care of it. If it isn't, a lot of handymen in the yellow pages, or an electrician could probably help you.
First I would reccomend that you call the company or email them about the problem with your nordic track incline system to see if they can help you troubleshoot your problem to get it working. If that does not work I would say get your money back from the company and buy something else.

Do you have the manual that came with the nordic track. If not, call the company and maybe they can trouble shoot over the phone. There might be a gear that is stuck. If you are handy you can fix this.
