What can I do about my cats going to the bathroom on the carpets we have that have black rubber backing?

They seem to be drawn to them!

Making sure that your cat's litter box is clean and readily available to them is important. Often cats don't like to use a dirty litter box and will go to the bathroom elsewhere in the house to show thier displeasure. Try looking at the your local pet shop for sprays that discourage cats peeing and spraying.

Put litter boxes around the site where cats are relieving themselves. Make sure you clean the litter often, as cats do not like dirty litter. Leave the pans in place for at least a month. If that does not cure the problem I would suggest sprinkling Baby Powder all over the carpet. It's easy to vaccum up.

Every time your cats go on the carpet, put them outside. If your cat is an indoor cat, put them in the litter box. This should train them to go to these places automatically at bathroom time.

The rubber is probably shinny or attracts the cat in some fashion. This cannot be helped as this is the nature of your pets natural instincts. You could try to corner off the black rubbing area of the rug.
