You should have this checked by a doctor because it could be an infection. It also could be an sexual disease side effect. Some diseases can linger with almost no side effects for years.

Wash it with lukewarm water, use anti bacterial soap. Maybe you have an allergy or you didn't wash it with soap. Or you need to be circumcised.

This could be either the beginning of a UTI (bladder infection), sign of an STD, or a contact reaction to something. Since you don't mention any pain I'm guessing this is a reaction. Switch to a very gentle, unscented soap for washing (and take care while doing so), and start using a dye and scent free detergent.
