The white insects on your hibiscus plants are most probably aphids. You really have to get rid of these pests because they could reproduce very fast and spread rapidly to other plants.

They are aphids; use a hose with a sprayer attachment and spray the entire plant with water using the strongest setting. Repeat until all aphids are gone.

They are probably whitefly. If they are small white flying insects then that is what they are. If they are white pill-bug looking things, and your leaves are covered with a sticky oily residue then you have mealy bugs. They usually build foamy "nests" in the corners of branches and under leaves.

They are affidal beetles that will not grow much larger than what you see. They breed off the under surfaces of many tree leaves.

It could be fungus. But some times aphids, ants, spider mites, mealy bugs, white fly can cause the death of a hibiscus plant. Some times white spots are placed on hibicus plant by the white fly and spiders. i am not sure what kind of insects are on your hibicus plant. Might be fungus .

They are actually called lice. They grow on hibiscus plants. You can get rid of them by using raid. Raid is a very effective insect repellent. Otherwise, just leave them be as they are very nature and always found on this beautiful plant. You can also use strong ammonium based sprays.

They sound like aphids and if there are enough of them they will eventually kill your plants. The good thing is you can get rid of them pretty easily. All you need to do is get a bunch of lady bugs and put them on the plants they wont hurt the plants but all they eat are aphids.

Aphids are tiny white bugs that literally suck the life out of your plants. Hurry to your local gardening shop and get an aphid killer.
