They are called white flies and they have an unhealthy attraction to maple leaves. Some call them Aphids but the correct term is white flies. They function like nats but you need to kill them as soon as possible.

They are most likey nats and you need to kill them asap because they can be bad for your health so i would suggest getting some kind of bug spray and putting a end to them asap and get rid of them before they are bad for your health ineed.
