Lots of things maybe. Allergic reaction to flea treatment, new collar, first collar, cat fight. Remove possible irritants one at a time and don't pick at it. See what works.

They could be an allergy to something. If you have used any new things like soap or flea medication on the cat try giving it a bath in warm water with a very mild soap to remove the offending product.

What sort of flea treatment do you have her on? itchy bumps generally mean there are fleas present. I would steer away from a flea collar as they only treat the immediate area and they will irritate any broken skin there, the better options are advantage or frontline, both available from your local vet clinic and long lasting.

If you are using a flea collar, stop using it immediately as it could be an allergy to the collar. This would also be the same for any neck placed medications for fleas.

It sounds as though your cat might be allergic to something. You might try changing her food and see if the bumps don't clear up right away. She can also have a skin problem. The best way to determine the problem if it persists is to see your vet.

Those itchy bumps could be one of many things. It could be it's collar irritating the skin, could be a rash of some kind, could be allergic to something around him, could be a skin disorder, could be Miliary Dermatitis. It could be a lot of things but only a vet who sees the cat will know for sure.
