The most noticable sign of someone who is being verbally abused is their extremely low self esteem. They are used to being belittled, so they cannot believe anything nice about themselves and are bad at accepting compliments.
If your neighbor always walks on eggshells and hurries to smooth over any slight miscommunication, or is called names/is spoken down to by their spouse, there's a chance of abuse.
