More than likely the carb on your mower does not have an adjustable jet. The engines produced for about the last 10 years have to meet very strict EPA emissions and therefore have very lean running fixed jet carbs.
The "H" and "L" screws are adjusted for max engine speed. Adjust "H" at full throttle. Then adjust "L" at idle speed. Then adjust the "I" screw for desired idle.
