There are no breed that are naturally aggressive because reasonable people will not breed such trait into their animals. Properly bred dog, no matter what breed should not exhibit aggressive behavior. Many people believe breeds such as pit-bulls, dobermans and rottweilers are aggressive breeds, but they are that way because of the training and treatment from their owners.

As far as I know a Chow tend to be the most aggressive without being trained for it they have a huge protective insatinct.
