It is possible that they are sties, which are usual the result of a bacterial infection. They often resolve on their own, but you can consult with an eye doctor!

They are called keloids. If they do not change size, color or do not cause any pain or itching you do not have to worry about such keloids. If any of such symptoms occur, get the lesion cauterized by a good dermatologist so that no harm occurs to eyes.

It could be a Milia. These are formed when dead skin does not slough off like it normally should. It ends up staying there trapped in a tiny, round pocket on the surface of the skin. It is best to go to a doctor and get it checked out just to be on the safe side.

They could be a form of herpes, which occurs when you touch something or someone affected by the herpes, then touching near your eye. You could transfer herpes from that surface to close to your eye.
