Your pet rat may have an ingrown hair from scratching at itself, and the scratch became infected. Consult a veterinarian for a better view of things.

It could be folliculitis which could cause an abscess. If he is in a cage with another rat, it might be that his friend is picking on him

If you have other rats they may have bit it. If not it may have the startings of a fiberous tumor those are just guesses the only way to be completely sure of what it is and that it isnt going to hurt your pet is get it vet checked
