Always start out slow when kissing someone new. Usually if you close your eyes and lean towards the person, they'll know whats going to happen.

Ok this is pretty simple. Talk to him in the eye and maintain the eye contact.When you finish saying your part,maintain the eye contact too for a minimum of 5 seconds if he looks away during this quite awkward 5 seconds don't kiss him,if he doesn't kiss him then.This may not always work.
