For a starting develop girl a sports bra like bra is a good way to start (they can be found in any girls section. ) For a young girl that is very developed for her age, something that supports but doesn't visually increase her size would work best.

Fruit of the Loom and Hanes consistently have good ones. You can find them at most department stores, Target, and drug stores. The best model of bra to start out in is a training bra. This helps the girl get use to the idea of wearing one. However, if they are more developed already, they need a more supportive bra.

The best bras for young girls are training bras, which provide some of the comfort of a bra, without having any real support.

You can find them at any deparment store. I wouldn't recommend Victoria's Secret or anything super expensive for a first time bra wearer. The point is to get them used to wearing a bra and to provide support. Something with a small rose/gem, but they do not need fancy bras.

Sports Bras. You will find Child's bras in the Girl's Clothing section at anywhere that sells clothing. They are the right size and fit for small bodies.
