Territorial ambition, protecting national self-interest, defending allied nations, and just about anything else that can be imagined. There are certainly sometimes when war is "good". For instance, wars fought to protect groups of people from ethnic cleansing/genocide are generally thought well of. Wars in self-defense are also usually approved of. That said, war is usually justified by whoever wins.
