If the soul is already hard and compacted, you can use an aerating machine that will help make holes in the dirt. This is really useful if the ground has a thick lawn on it. If its bare, you need to bring as much compost as you can. Organic matter can improve and increase how much soil can hold water.

Wind can sometimes blow away the precious top soil. A windbreak of trees or shrubs can be a costly but effective away to prevent such shifting of the "sands", so to speak.
